You were foolish to give somebody money for a car without getting a valid title to it. You have participated in what is called "jumping a title" scheme. That is, the guy you gave your money to did not pay sales tax, DMV title, license fees, etc when he bought the car like he should have done. He "jumped" over the DMV requirements to avoid paying sales tax and fees.. This is illegal. You should demand a valid merchantable title from the seller or return the car and get your money back. You may have been scammed. BTW, A bill of sale (receipt) without a valid title is not worthy the paper it is written on.
