Anyone who moves to CA must either take the CA written exam or stop driving. If you had already passed the NJ road test and gotten a license, you would need to take the CA written exam. CA does not allow anyone living there to drive without a CA license, and it requires everyone to take the California written exam before getting a CA license, even if they have a license from elsewhere.

Nope, you need to retake the test. If you complete it in NJ, you can ask for a transfer to CA. But if you are in the middle of it, you need to restart.
