    Plant High School is the best public high school in the Tampa area. The best high school in the entire Tampa Bay area is Tampa Preparatory School, which is a private school. To go to Plant High School you have to live in that school district, which is in South Tampa. To go to Tampa Prep it is a combination of doing well on the SSAT plus transcript and interview.

This is Florida, there is no such thing as a good high school in Tampa... or an education for that matter. I know people that got adopted by other family members just to avoid high schools in Tampa. Those places are vicious. See if you can get your family to drive you across the bridge to Clearwater to go to school.
