Why is Google continuing with Chrome OS when they have Android, and what does Chrome OS offer over Android?

Am I wrong to assume that all Google needs to do is bake Chrome browser into Android (in place of the Android Browser) including it's current ability to take on Extensions, and bam, we have absolutely zero need for Chrome OS?
