Other places it is not cheaper, it's just easier to order by saying and number 1 instead of ordering separately. For instance, if you go to the movies and order a popcorn combo, which is usually a med. drink and large popcorn it's the same price if you ordered it separately. They just want you to think it's cheaper. They do not substitute an ice cream for a drink and be careful because for breakfast if you ask for a soda instead of a coffee or juice in a combo, some of the places charge for the soda.
