Basically, multimeters (most anyway) can't measure RMS, or even peak-to-peak power, as most multimeters have functions for voltage, current, and resistance, and not power. To properly measure RMS power, you need a device called an oscilloscope, or o-scope for short. RMS (which stands for Root Mean Square) is a technique to measure average continuous power, and is roughly equal to 62% of the peak power (measured from the zero line to the maximum positive peak in the sine wave.
