I know I can have a Data Property of an Object Property definition, but can I have a Data Property of a specific link between two Nodes? How can that be defined in OWL?

you can't have weighted links in RDF in a standard way but you can still model weights (or provenance, access control, etc.) per statement and have custom semantics in your queries or applications http://www.ontotext.com/products/ontotext-graphdb/ (disclaimer: I work for Ontotext) has a custom feature called http://owlim.ontotext.com/display/GraphDB6/GraphDB-SE+Experimental+Features, which may be a solution to your problem
