I have cruised on the Freedom of the seas which also has the florider and yes it is free. The florider is on the top deck of the ship at the very back and there is stadium type seating around it for people to sit and watch. There is no cost and it is first come first served, no reservation needed. If there is a line you may be limited to maybe 5 minutes and you may have to put your name on a list to be called when its your turn.. But if there are not people waiting you can go for longer. The ship has a couple people assigned to help people get started and give pointers on how to use the florider. I am going on the Liberty in Nov and I plan to ride it this time
