Carnival does NOT, but Princess does allow someone to cruise as long as someone is at least 21. On Carnival, one person has to be at least 25.

None of the major cruise lines will allow this. By major cruise line I mean Royal Caribbean, Carnival, Princess, NCL, etc... Their age policy is all pretty the same, no guest under 21 is allowed to cruise, unless sharing a stateroom with someone 25 years or older. There are cruise lines that do allow people under 21 to cruise without someone 25. Most of these cruise lines are European cruise lines, or some of the specialty/high end cruises allow this as well.
