No, members can not change the rules only owners can. Certain rules are mandatory and must be in place. What your group needs is a Cafe. All messages not appropriate for the Freecycle[TM] site can be directed there. Everyone who is interested in a little more can join the Cafe to receive and post those other types of messages. Suggest it to the owner of your group. If they need help with that they can contact their GOA .
