    The carbon that makes up the CO2 that you exhale comes from the food you eat. It is a product of your body's metabolism. The organic food you eat has extracted CO2 from the air and water which is already an active part of the near surface carbon cycle. Your exhalations of CO2 add nothing to the CO2 concentration in the atmosphere, it is carbon already part of the carbon cycle. The carbon of concern has been long sequestered underground and removed from the carbon cycle. The burning of these fossil fuels releases the long sequestered carbon to the carbon cycle adding to the buildup of atmospheric CO2 in the process.

What is being talked about is a tax on industrial release of Co2 like car and power station emissions that use coal, nobody is or every was talking about taxing breathing. So unless you breath from the exhaust pipe of you car you will be fine and if you do you have bigger problems anyway, just wise up!
