    JcL is mostly correct. The US agency that monitors and lists species isn't the EPA but rather the Fish and Wildlife Service. No. The Endangered Species Act was passed by Congress in 1973, and provides EPA with regulations to identify, list, and monitor endangered species of plants and animals, and their habitats. This Act was amended four times between 1978 and 1988. These amendments revised the criteria used to list plants and animals as "endangered" and also specified criteria for civil and criminal penalties. It is only a US law. Other countries probably have similar laws though.
