Can I design a operating system UI for a Firefox OS smartphone using HTML, CSS, and JavaScript?

I am interested in using html, javascript, and css to design a user interface for my own smartphone from scratch. I would need some kind of API to control the phone hardware. I read Firefox OS was capable of this and was wondering if anyone had any experience doing so?

Actually, firebox os is based html5, so almost every application is based on this. you can think it as a web browser, and the app as website.
