    Any white fluffy ball would do the trick. You could take the suggestion of the first two people and combine them. You can get those foam balls people use to make solar system models, cut it so it fits well where your gonna put it, then glue some cotton balls to it. That way, the button tail is more stable than just cotton, and it's more fluffy than just the foam ball.

Make a large pom-pom. Get a skein of white (or whatever color bunny you are gonna be) cut a square of cardboard about 6"-8" and wrap the yarn around it from top to bottom til it's as fluffy as you'd like. Then take a longer piece of yarn, tie it around one end of the square making sure you get under all the layers and tie it off in a good knot. Clip the other end of the square and fluff it out into a ball. You can either pin it onto your butt or tie it around your waist with a ribbon.
