Does France have something similar to the Silicon Valley? Is there anything like this in the rest of Europe?

No. Governments do try all the time In the UK there is Silicon Glen and Silicon Fen but these are generally failures of state planning. In the UK there are lots of startups round Old Street but there is nothing in Europe even close to what Silicon Valley is. This is due to a variety of historical reasons, lack of successes, lack of capital and investors and the secret sauce don't taste good

The first answer is a good one, Sophia Antipolis on the Cote d'Azur, though the results have been very uneven. The French government has encouraged other locales, like Bordeaux, and HP is in a high tech industrial park in Grenoble. Cambridge in the UK seems to have the best record, ARM, biotech, and I think two startup incubators.
