    Awesome question!! I too am in the same boat as your friend - excpet my bachelors is in political science. However, I am leaning towards my law degree. I would love to see what others have to say about this situation... my goal is to work with/ for the United Nations.. maybe that could be a gateway for her?

The private sector is where she should be looking. With her government experience, she should be valuable to many corporations. If she does want to pursue a law degree, she should consider doing while she is employed by someone who will foot the bill.(large international corp.) The best way for her to find a position in the private sector is to engage a top notch recruiter. Someone who specialize in international relations/ law. Do a google search, I am sure that there are a few of these people out there.
