Well for my bestfriend she likes tacos, fries, coffee,fake eyelashes and chocolate. So I got her a shirt that has fries with a moustace on it and it says something in french next to it, I got her coffee beans covered in chocolate and fake eyelashes. For your friend maybe something from Justice since she likes neon green.

i would get your best friend a kit of neon colored nail polish this way it is girly yet wild and it NEON!!!!!!!! Plus if she is you r best friend she wont really judge you by what you get her and she will take the THOUGHt tht COUNTS!!!!!!!!!
