For your objective it can be past and present tense depending on what your statement is. However, all previous positions where you are no longer employed would be past tense. Any position in which you are presently employed would be present tense. And yes. It does matter to us the manner in which the resume is written. We are also assessing writing skills.

if you no longer work in that certain job or particular position then you would use past tense. there are alot of great tips and templates on monster jobs. good luck!

I think past tense sounds stronger. Besides most of the stuff on your resume is in the past. Whichever tense you choose, keep it the same throughout the resume.
