Private PI's mostly take pictures of cheating spouses. I hired one once to serve papers to a guy that I needed to take to court but he could not be found by the sheriff. some work for large firms but many are independent they are not affiliated with real police (but they may be ex-cops) they have as much power to make an arrest as you and I
