    Usually you are sent a form that tells you why you were not selected. Try to widen the scope of jobs you apply for.(ie; entry level) Do NOT apply for jobs you are not eligible to apply for, you WILL be rejected immediately. Check OPM.gov,&USAjobs, and the human resources office where you are. Good luck!

If it says you need to have experience as a government employee, or military....that's not discriminating on the basis of race, gender, religion, or sexual orientation, or affiliation to a group - it's requiring a particular experience. It's similar to a sales job saying you have to have retail sales experience. Job discrimination, in general, is excluding you on the basis of your BELONGING to a particular group. No harm in applying. But what you may want to do is look for an entry-level position. Entry-level means you don't need previous gov't experience. Then you can start applying for the job within that you want, once you're in the door.
