Basically being functional in any way mentally or phyaically would qualify you...If you are completely insane or dysfunctional where you could hurt yourself or someone else you would not be qualified..

OPM doesn't state anything specifically about mental disabilities. Of course you can't be insane. If I were you I would be more concerned about my credit history and background check. If you have bad credit or were ever convicted of a felony the FEDS won't hire you.
