You will not find water skiing so early in the season, it's too cold. Check around Indio, which is near Palm Springs. Lots of hot springs there, it is just possible you may find a warm lake.

March? San Diego is about the only place that might be warm in March. You might check out Lake Havasu on the California, Arizona border.

Hot springs in March are the best option and your choice is between pay for use or US National Forest non-commercial. I swam in the Miners Bathtub before it was gated in Southern California; nor is it the only one protected from water ski boats. I suggest hiking to keep warm. Soak, sleep, and walk back to a heater.
