I don't think it's possible because the Xbox 360 would still need to read the firmware to have the controller function. For example I have a Chillstream GamePad from Logitech that looks almost exactly like an Xbox 360 controller and when I plug it into my console it will supply power to the controller but because the console doesn't have the proper firmware the controller cannot function.
