    IT MIGHT BE THE ROUTER CHECK AND SEE IF ITS XBOX LIVE COMPATIBLE http://www.xbox.com/en-US/support/connecttolive/xbox360/homenetworking/equipment.htm ALSO YOU MIGHT NEED TO CHANGE THE DNS SETTINGS ON THE XBOX. MY ADVICE WOULD BE TO SEARCH SOME FORUMS FOR THE ANSWER TO YOUR PROBLEM BECAUSE MOST OF US KNOW JUST AS LITTLE AS YOU DO P.S READ WHAT YOUR XBOX SAYS IS WRONG WITH YOUR DNS IT USUALLY GIVES YOU A REPORT ON WHAT WENT WRONG.

it sounds like your internet connection is the problem if the modem is working and it's connected to the xbox, the xbox will be able to connect
