How can I build a mobile web experience where a consumer can upload their photo and crop their image through either the Facebook app or their web browser?

I understand with iOS there is the ability to upload images via the mobile browser from the photo library if the user has iOS6 installed. However if you want them to crop their face and place that photo in a fun template (think elf yourself) how can this be done without Flash?
