  Yes, the IOC as far as possible would avoid having consecutive Olympics in the same continent.So far South America and Africa have yet to host any Olympic games because finacially and logistically, none of them had ever readied to host such a big game. In 1996, the Olympic was held in Atlanta ( Americas ), in 2000 Sydney, Australia ( Oceania ), 2004 Athens, Greece ( Europe ) and in 2008 Beijing, China ( Asia ). The next Olympic will be held in London ( Europe ) and the 2016 Olympic hosting job is likely to go to Rio De Janeiro, Brazil ( South America ) if the IOC members are satisfy with the ability of the city to host the game. IOC member eliminated Qatar, an Arab country from the 1st round of the 2016 Olympic bid because they find the summer temperature in the desert country too hot to host the Olympic. So it seems, weather does take into account when selecting an Olympic city.
