You can apply for partnership on YouTube. But they will have to accept it. You will need: A lot of views, no copyright issues, upload videos often, have a lot of subscribers. Then you could put advertisements on your videos. Everytime someone clicks on it, you get money.

Yes, some people youtube and get paid. Sorry, I'm not going to subscribe - simply because you have no videos. You can't become a youtube partner if you don't have any videos!
