If you haven't started yet, it's too late. There are 20 spots plus team test drivers so your chance of getting an F1 seat is almost nil. You'd have a better chance of getting into the IRL, Nascar, IMSA, or SCCA. If you want to go road racing, go with SCCA. They have amateur classes and you can move up from there. Oval tracks are what you find in Nascar and there are a lot of communities that have tracks. Find out where the nearest one is and get a copy of their rules. I can tell you from experience, it's not a cheap proposition either way.

You don't need to go to Europe. Every country just about has it's own Formula Ford kinda thing. Most people start through carts or that, the work their way up to F3000, GP2 etc. You need motivation and you need SKILL. Skill is the most important thing. If you haven't got skill you won't even make Formula Ford.

If you only want to go racing for the money, forget it. You'll get chewed up and spit out. To become an F1 driver you need to move to Europe if you're not already there, win a Formula Ford championship, win a F3000 or a Formula Renault championship, and then maybe someone might hire you to test a F1 car. Don't count on all that happening if you have no racing skill right now.
