How can I setup FTP so that anyone can download, but only selected accounts can upload, and only others can delete?

I am on Dreamhost and want people with accounts to be able to upload... and anonymous accounts can download. Can I setup Anon FTP to only allow download?

You can use filezilla server: http://filezilla-project.org/download.php?type=server you can create groups and individual users with the permissions that you need for specific folders
