How can I become a F1 driver?

Nearly 19? Too late. Far, far, far too late. The only example I can think of starting your age or later is Gerhard Berger, who was 21. But the difference is that Gerhard did have a little racing experience, and he was also extremely talented (beyond the normal measure) and also extremely wealthy; he had his own business already, and could afford it. Even then he started all the way back in Alfasuds, and it took him a couple of years to work his way through Formula 3 and the like into Formula One, and he didn't buy a seat, he did his apprenticeship in a rubbish team like everyone else before Benetton picked him up. Then you want to go to Formula Ford - and suddenly you're looking at $100,000 just to turn up, not even to be competitive - $500,000 and up to be competitive!

First of all you're 18 now with no expierience: That means it's too late. I've been karting and racing all kinds of vehicules since i was 10years old, but simply don't have the funds to go up higher, let alone become an F1 driver. Maybe if you win the lottery, put a serious investment in your training (which still doesn't garanty you'll be any good) and buy you way into F1. So keep dreaming ;)

Becoming an F1 driver may probably take you more time. With that, you have to hone your skills. There are places where you can hone your skills. Why not go to a go karting center and start practicing there. It's one of the best place to start.
