  The big question is what are your qualifications? Did you work for another event planner to get experience? If not, you are going to have a tough time getting clients, since people will want experienced event planners for something as expensive as a Sweet Sixteen party can be. If you have experience, start by contacting caterers, etc., that you have worked with and ask them to help spread the word by word-of-mouth. Most important, you need a portfolio, even if it is only as an assistant event planner for someone else. If you don't have the experience/portfolio, your best deal would be to hook on with an event planner in your area to get the experience and contacts.
