Dude I have the same problem and I'm 14 I think it sucks cus it makes me look scary or something I think it's genetics for me tgh but from the answers I got where To use cucumber put them on ur eyes (this actually worked it lighted my eyes a bit but then I couldnt notice any difference any more) Freeze a spoon in the freezer and put it over ur eyes/bags I heard drinking lots of water helps (I drink a lot doesn't seem to work for me) Oh and putting green tea bags over ur eyes as well

Maybe it's allergies... I have the same problem but I usually cover them up with concealer. Also, you might not be getting enough vitamin D so sit in the sun for a while. :] Hope it helped
