    NIC is National Insurance Contributions which you have to pay from day 1 of being self employed.You do not have to register for VAT if your takings are below 67k. You need to get onto HMRC asap. You still need to fill out a yearly tax return whether you have made a profit or loss. Think you need to talk to an Accountant.

As Above He's Right. Ur NIC stands for National Insurance Contributions if you are self employed you should have a CIS card and already registered to pay class 2 NI

If you are self-employed, you should have registered with HMRC to pay Class 2 NI contributions. Go to http://www.hmrc.gov.uk/selfemployed/iwtregister-as-self-employed.htm If you're turnover is less than £67000 a year, you don't need to register for VAT although you can do so voluntarily. See http://www.hmrc.gov.uk/vat/reg-vat.htm#2
