    The seller is the only person who gets charged when an item is sold. For example, if the seller sells the car then he/she will get charged a final value fee, which is a percentage of the sale price. You can put $4,000 which 'might' make you the highest bidder, but it depends on how high the last bidder bid. Just because eBay shows that the bidding is up to $3,000 doesn't necessarily mean that's all that someone bid. They could have actually bid more, but because the bidding shows certain increments at a time, it will only say $3,000. If you bid eBay will tell you if you are the highest bidder, just remember that someone can still outbid you up to the final few seconds the listing is active. No, you would not need to pay the full $21,000 unless you did the Buy it Now. Let's say the bidding is at $3,000 (like you said). Someone could have bid $4,500. If you bid $5,000 and no one else bids on it, you would win the item for $4,500.
