Answer:
I have to agree with Ring0Rosie because I once worked for a telemarketer who got their leads from scams like this. The actual "setting up links" is never going to net you enough money to live off of. This is because the links get taken down because they are misuse of the websites they're on - site admins recognize it's a scam harmful to their readers, some may contain malware, or are set up incorrectly prompting investigations and complaints. You may find that your IP address will be blocked from accessing the site after you post links for scams like this. The links you're putting on the web are often for the purpose of finding more people such as yourself, willing to pay $98 to do exactly what you're doing, not much different from envelope stuffing I guess. And while some feel that it's okay to lie about what they're making with these programs in the hopes of earning some profits and claiming to do so here, most people do the math and think with reason about the likelihood of making a living doing this and do not bite. In short, the only money being netted will be by those who take yours and it will not be refunded to you. For some this can be an expensive lesson to learn and to add more insult to this is the fact that often no refunds are given unless the customer says they're going to go to the Attorney General or to the BBB with their complaint. As seen on tv b.s. is just a way for them to claim legitimacy. But, I could claim that same legitimacy in selling parts of the Brooklyn Bridge if I had thousands to pay for a t.v. ad too. Lots of scam artists misuse the As Seen On T.V. line. Buyer and job seeker beware!

100% Scam. ...and the "As seen on......" means that they purchased a small ad on those websites. It certainly doesn't mean that any of those news organizations ever did a story on them.
