The best free ways are to visit the websites/blogs of people who deal with topics similar to yours. Read what those sites have to say. Make meaningful comments on those sites, making sure your name or signature line has a link to your own site. Don't fall into the trap of making meaningless comments with links to your site- people do not respect that and you risk creating a bad reputation for yourself. You can also ask the website owners to link to your site while you link to theirs. Another thing you can do is join a webring. Find one featuring your site's topic and enter your website's URL. Make comments on news stories and other relevant locations and include your URL. Make sure the topics you comment on are related to your site or, again, you risk looking idiotic.
