Black hat is a term usually put there to mean that it is illegal or wrong to do these things, when people talk about black hat seo it means doing techniques that work well but the search engines like google and Bing don't approve of these techniques because they produce illegitimate results in their engines. Search engines want their searches to be as relevant as possible so you will get banned from their search engines or penalized if you are using these techniques. Unethical SEO is black hat seo. White hat SEO practices are lings like backlinking and key word optimization. These practices are approved by the search engine companies and you will not get penalized for them. I recommend not doing any Black hat SEO. Black hat seo might be easier to rank with but you will only rank for a few weeks before your penalized. I hope my explanation helped.
