you can develop your personality by interacting with different people, because its your interests,people you are interacting will change your attitude and your personality. for vocabulary read some good books, but keep one thing in your mind vocabulary is not communication.

u can enhance ur vocab by learning atleast 10 or 20 english words wid their meanings and then use them in ur daily life and daily read "HINDU newspaper". and 4 d preapration of IAS u hav to b very hard-working,use strict time-table.studying 4 atleast 12hrs a day. and whichever subject u choose,keep full knowledge abt it. UR GENERAL KNOWLEDGE ABT CURRENT ISSUES MUST B STRONG
