How do you get experience in acting for the jobs you want if no one wants to hire you because of experience?

    volunteer at the local theater. eventually one of the actors will get hurt or sick and if they know you are dependable it might turn into a full time gig. just make sure the producers know how bad you want to be in the play, just dont be annoying about it. good luck

Keep trying community theater -persistance is definately required in the acting field - tell them you'll do any job, to get your foot in, and start getting some experience. If you get some photo shots (do these professionally!), you can start submitting your portfolio to casting companies; they look through tons of photo's to find 'the right' look. Craigslist actually has quite a few acting type 'cattle calls' for actors.
