    I am pretty sure the MWR office at Pendleton organizes fishing trips. The ones I am thinking of are on chartered boats, however I am sure they can fill you in on all the details of surf fishing. Pendleton has beaches that are not open to the general public, so probably make good spots for fishing.

Check here for regulations and other info. https://www.dfg.ca.gov/marine/sportfishing_regs2014.asp Rockfish should be easy to catch. They like to hide off of structures and ambush their prey. Soft plastics with movement should get them to bite. They are edible and delicious. Check for how many you can keep and what kinds. (some are protected). Also watch out for their spines on their dorsal fin, they are toxic and hurt. Any decent rod should work and 8 lb test or heavier should be fine, if you are planning on lifting fish up you will want a stronger line. Hope that helps!
