    It's usually best to go out around ten am and fish as late as you like. As someone said above, the fish will be more active after the sun warms the water a bit. It's usually a good idea to fish the north side of a lake or river during the winter as it gets the most sun and the water will be warmer there. The sun will warm the west end of the water first and as the sun moves through the day it will eventually warm the east end later in the day.

In the winter I go between 12 noon and 4pm so that the sun has warmed the water a bit. The fish seem to turn on more when the water has warmed a couple of degrees.
