John Mathai was not formally designated the Minister for Railways, however, he presented the first Railway budget for independent India in 1947. Between 1948 and 1952, N Gopalaswamy Ayyangar was the railway minister who worked on consolidating the various railways into the zonal railways. so, in the Republic of India, NG Ayyangar was the first railway minister.
