I don't see why you can't. You actually pose two questions here: whether foreigners can and whether it's possible to travel by road. Firstly, I'm sure any nationality can travel from Dubai to Jeddah. Secondly, I'm sure traveling by road is no problem. I'm pretty sure it's permitted but you probably have got to pull some strings and get someone to get you there.
