Each seller decides on their own return policy. Since you described item condition, she does not have a right to a refund because you mentioned it in the listing. If an item is not working properly when it should, then you must refund buyer regardless of your policy on returns. She had your Paypal address to make the payment. If you put 14 days to contact you, that is your policy. She has 45 days to open a case. You dont have to issue a refund but when she opens an Ebay case, Ebay usually sides with the buyer. But I hope you win.

Add the buyer to your blocked bidders list immediately. Don't sell untested items on eBay. You're asking for trouble. According to my calculations, the buyer has only 2 more days to to open a dispute. You have a couple of options. You can send the buyer a message through eBay (you are right, all communications should be through eBay Messages) that you will give her a full refund if she returns the item at her expense. That's standard proceduure, although you're right, she should not have waited this long. This lowers the chance of a neg and shows eBay you're willing to cooperate with a dissatisfied buyer. You can also try to sweet talk her for the next couple of days in hopes she will not try to open a dispute until it's too late.If you get past the 45-day window for opening a dispute, that just means you get to keep the money from this transaction. But the buyer can neg you at any time, costing you far more: your eBay reputation. DON'T write to the buyer what you just told us: that you don't accept returns, that your description was clear, etc. In other words, NEVER ARGUE WITH THE BUYER. You can state these facts to eBay if she opens a SNAD dispute. BTW, buyers get your e-mail address through Paypal. If you don't want buyers to see your personal e-mail address, then change the e-mail address you use in Paypal.

The buyer has 45 days to open a dispute. When a buyer pays they get a confirmation email from PayPal which also has your email address. If it has been more than 45 days they can no longer open a dispute. If it's been less they can. Inform the buyer that the listing clearly stated the condition of your item and that you would accept no returns on it. I would add a link to the closed listing so she can read it again. If they do open a dispute there is a chance you will lose. The buyer wins 90% of the time. It will really depend on how you worded it. If you stated that it WAS working the last time you used it then there is a reasonable expectation that it would work when it arrived. If you said it used to work but consider it for parts only then you may be okay.
