Answer:
get the 450W if you can. the 8400 is a pretty old card but if you want to upgrade to anything decent you should look at buying a good 550W PSU... http://www.pcmech.com/forum/showthread.php?t=101151

You'll hate this answer, but the video are and CPU will take a bit of juice over the long term, and they really like higher quality juice... all of which you'll have to PAY for. While I think EITHER of those donated supplies would work in most cases, consider going over to NEWEGG.COM and getting one of the newer energy efficient, SILENT power supplies. They have OCZ 500W supplies on sale for $25 after rebate today. A new supply is built in a much more efficient manner, with typically higher quality components, and they are based on much newer power supply designs to to the state of the IT industry. Old supplies ran 70% efficient or less, new supplies can reach 90% or more! Efficiency means HEAT! Remember OLD supplies will draw a ton of energy and WASTE it thru heat. OLD supplies run HOT, which means you are paying for wasted power. A PC running all the time WILL really cost you hard cash! (Hard to beleive). Additionally, new supplies have Active Power Control as opposed to Passive Power Control. This means they can handle power line fluctuations MUCH more easily without affecting the rest of the box. Get a new supply!

All I basically know about power supplies are that you don't want to get anything to high for your computer because... Well, it'll be to high! And, you definetly don't want to get anything too low. But, just in case if you have enough money you might want to get a Power Surge protector because Christmas day the power went off in my house and the power burnt the Power Surge... :( I had to go without the computer for about two and 1/2 weeks! That's horrible for me because I get on the computer everyday... :) Computer addicted... But, my brother ordered a Power Surge online for about maybe $40.00 or $50.00 and it went straight to our house in about 8 days??? Don't quite remember, but that was a life saver. But, if our Power Surge blows again then we're gonna get a Power Surge protecter. Who knows how much those can cost! Get's pretty exspensive. But, It'd be alittle better to probably get your Power Supply online. It'd probably last longer, and is probably in better condition but, I guess It'd be pretty cool too to get power supply from your friend. But, you might want to order one :)
