hello, is there any 100% free sites where I can check any vin# and retrieve complete vehicle's history?

No. Besides which VIN checks are greatly oversold. Dealers and insurance companies report the repairs they make or get paid for but there are thousands of independent garages who do not file reports. Repair shops have no legal obligation to report anything so many repairs never get reported including wrecks and flood cars. Because so many repairs were never reported you can't be sure about anything even if the VIN check comes up clean. Your only protection is to learn how to inspect a car or hire someone who does.
