You will have to find a shop that will unlock it. If you can't find one in the US, T-Mobile shops should be able to do it in Germany: http://en.wikipedia.org/wiki/IPhone#SIM_Lock_removal You should then be able to buy a prepaid SIM in Germany (with T-Mobile, or any new carriers that handle iPhones) and top it up as needed.
