Back when I got my license, you applied for a learners permit by mail. When it arrived, you had to wait two weeks to be able to take the written and driving tests. You could not mail your application before your 16th birthday. I mailed mine at the post office after the last mail pickup on the day before my birthday, so that it would be one of the first things to be postmarked and sent on my birthday. I ended up taking the tests one month later, the delay being caused by an illness in the family. I was ready for the test the day after my permit arrived
