If you have no web design experience or software and are limited on funds I would suggest that you use a website builder to build the website yourself. Most website builders have low start up costs and allow you to build your website using a WYSIWYG editor using your web browser. They are set up so that a novice can design his/her own website. If you want a basic site this is your best bet.

Google has a good, basic website creator at pages.google.com There are also programs that build websites but they cost a lot (such as adobe dream weaver). Google also has a very detailed help section, and tutorial.
