    I'm an engineer and I use programming to get engineering results. So my opinion is that you can be both at the same time. And personally I'd give a bit of weightage to engineering for that is more challenging and satisfying. For example you would need good concepts and some experience if you were to design a digital filter. But I can get a newbie write the code for that filter given the inputs, required outputs and the logic. It doesnt matter if the language is C++, VB or Java. A good engineer can consider programming as tool.
